This research aims to study the fund’s patterns and objectives to support the quality of life of the formerly incarcerated, which includes assisting in the prison. The Child and Youth Training Center have guidelines on fund establishment, Fund Assistance / Capital Spending / Assistance Conditions that come with success factors to support offenders’ quality of life in Thailand. Besides, the system has methodologies and processes of obtaining the funds from the funding system, and present procedure using (Roadmap), guidelines for establishing funds. The funding procedure breaks into 2 parts, which are urgent term and long term. The study is a qualitative research based on an academic research paper, analyzes issues of the situations, challenges, and success factors of various funds established in Thailand. Methodologies of this research were in-depth interviews of 100 individuals, focus group (discussion group) of 54 participants, and seminars to disseminate proposals (Model) or guidelines for fund establishment to enchain the quality of life of the formerly incarcerated.

The results show that funding sources are crucial to enchant the quality of life of the formerly incarcerated. The state budget has allocated the fund. Besides, from the state’s budget, private sectors and organizations can help assist with the formerly incarcerated quality of life. The funding process and management can be done through a third entity. The guidelines are the determination of which offenders and his/her family members are qualified for funding assistance.

The suggestion of this research is to urgently implement an action plan to assist offenders, both adult, children, and the youth of the Department of Corrections, Department of Juvenile Observation and Protection, Department of Probation, and any other departments under the aid of the affiliated agencies in supporting people who have been granted amnesty in the year 2019. The establishment of a long-term fund is carried out by Royal decree, which establishes a fund management office to support the formerly incarcerated (Public organization). To have sustainable coordination/ development, establishing an agency directly responsible for this task is a must.
